The California State University is launching a major campaign to drive down the cost of learning resources for students while offering greater access to no- or low-cost academic content for faculty. The campaign, Affordable Learning Solutions, builds on the rapid emergence of high-quality, digitally delivered content, and on the CSU’s long history as a national leader and innovator in this area.

It is very wise to use digital content for reduction of cost of teaching.

No. Not for faculty . You can have your students directly access to very high quality online courses of Yale, Harvard, Princeton, MIT, Stanford, Berkeley, UCLA. These online courses are 100 % same as in these universities and they are free.
Just assign a professor as facilitator for any course you choose. Let that professor follow their students at CSU . That is, follow students attandance from LMS, give midterm and final ( final in f2f ) and correct them according to solutions given .
Then let professor give a grade and CSU give a credit for the course. It is all free. 1000 or so online courses are available. Plus Carnegie Mellon University has exactly like my model. Carnegie even allow you to access to their servers to follow the students and use their LMS . And they charge only $ 10-20 per course. Just my vision. Still CSU gives credits and finally degrees.
We try to have students in Turkish Universities take 5 online from these free courses and 5 face to face regular courses of the university. This way we increase the capacity of a university with 2.000 students to 4.000 without any investment . We only pay online professor 25 % overtime. He is also very happy.
